Just thought I'd update my reviews:
Constant complaining email on our internal message board: every single day someone asks if a dog is barking, is someone doing work on their unit, etc. Ironically it's their emails that are the most annoying to me. But it's not a quiet building.
Construction: the building is poorly built and tenants are frequently having issues with broken pipes, damaged floors, and generally renovating units. The building is over 15 years old and all the appliances are breaking down in it. Every HVAC is being replaced.
Endless emails complaining about mask wearing: The building policy has been to wear a mask in common areas. However several republican tenants feel it necessary to complain about wearing a mask for the short distance from the door of the building to their own doors. This is the level of empathy you can expect here. You can send messages anonymously, but honestly most of the anti-masker complainers put their names on their emails, blissfully unaware of how offensive they are to other residents.
Elevators: often broken, taking up to 5 minutes to come to your floor. Currently the freight elevator is out so nobody can move in or out of the building for about 15 days. Needed to move, fix an appliance, bring in construction materials? You are out of luck.
Cost of moving: I think we're over $400 now.
Amenities: gym equipment constantly broken or substandard, hottub not hot, courtyard in constant state of disrepair. The courtyard is basically just a smoker's den.
Recently several residents have taken to writing 5-star reviews because they are fearful that telling the truth will reduce the value of their investments. I've lived in this building for over 10 years and cannot wait to move out. On one hand is management, who call the police or threaten legal action to residents of the building. I recently learned that DC Metro is called to CHT for even the smallest thing. The manager is incredibly rude to anyone who interacts with her. It's really nasty.
As a result a few people attempted to suggest she attend anger management courses, or leadership courses, or something like that. They did this by sending out mass emails to the building saying basically that we have a massive problem and here's a solution that could help everyone.
The people who did this were publicly attacked on subsequent email chains. Their neighbors were basically like, "You probably deserved it!..." basically engaging in victim blaming and being obnoxious. It escalated for many emails until finally the Board just threatened legal action (on what basis, I have no idea, but it was threatened) to stop the nasty business. It was both funny and horrifying. I'm considering posting screen shots of the emails because they illustrate how horrific it is to live in CHT. On one hand I feel bad for the building manager who is clearly not good, the board members who clearly don't care, and it is terrible to live around this much negativity. It's really nasty.
It's safe to say that living at CHT is a disaster. I note that some of my neighbors have observed the Yelp reviews (which was mentioned in the whole nasty email chains) and are concerned about the value of the properties. But fact is, these units will never go up in value and they will never go down that much either, it's just a low end building in Navy Yard and it always will be.
I also note that many of the nasty dealings are not hallmarks of co-op buildings. Nevertheless, some of the worst residents have become the original owners who, in the email chains and other locations, have become entitled do-nothings for the property. In a building that depends on positive momentum to complete projects and generally make it nice to live, argumentative entitled people aren't helpful. Anytime someone needs to rely on their supposed seniority as a preface to judgment, you know it's not going to be good. I think that wraps up a brief, vague description of the recent misery of the building.
Since C19, I have repeatedly noticed residents not following safety guidelines. I'm sure this has stress the management out even more as they are forced to chase people around asking them to wear masks in spaces like the hallways and elevator. The amenities are still available, although they are still underwhelming as ever. We have had numerous cases of C19 in the building and it's not clear whether people are catching it in the gym or elevators, but the building has its share of anti-maskers who "just stepped out" or "forgot their mask" when questioned about it.
Just a few days ago I noticed residents offering to provide building tours to anyone interested in living here, thereby increasing traffic at CHT during a pandemic. It's that level of caring that you can look forward to here, and that's a big reason for the negative review I'm leaving here. Ultimately it's a bunch of people who just don't get it, and if you're still interested in living at CHT after reading through my reviews, then maybe this is the building for you.31 sty 2020Poprzednia recenzjaThe management here has gone from bad to worse. Today there was a fight over using the elevator for moving a new resident into the building. The new resident had to call the police when the current building manager threw his belongings into the dumpster while he parked his moving truck. It's absolutely insane.
If you live here and want to reserve the elevator to move, the manager does not even bother to respond to requests. I've heard numerous people discuss this problem, and most of them shrug it off because nobody can face the miserable reality of living here. I have also seen the manager not approve use of the elevator simply because someone didn't write enough detail in a request a request to move. But she doesn't tell anyone this, you have to track her down--no small feat.
This is the third time I've seen police here for mysterious disputes that aren't discussed openly in the past week. Wrap your head around that: these people who are supposed to help you live are standing in the way of you living. I'm sure that in some cases they wanted to recoup the insane $350 fee to reserve the freight elevator for 2 hours, or someone attempted to reserve it and never heard back from "management".
We've lived here for 10 years now, can't wait to get out. Do yourself a favor and look elsewhere.
In some respects it's none of my business what other residents are doing with Courtney Waltimyer, the building manager. But my interactions with her have been exactly as miserable as this. I'm not sure where the board of the building is, they do not appear to be doing anything to help people live here. To mark the 12th year anniversary of the building, the board just decided to clean all the drains in the structure because they are "95% blocked". I live here because it's cheap and convenient, but if I had the financial standing to leave I would do it immediately.
CHT is one of the oldest buildings in the Capitol Riverfront/Navy Yard neighborhood, going up around the same time as the stadium construction. I think people who got into the building then and cashed out within 10 years did pretty well with appreciation. The problem with CHT is a lack of amenities and some of the highest condo association fees in the city. It's around $800 for one bedroom, more for larger places with I believe 2 BR units having a $1200 per month fee.
We've lived here for a decade because it's cheap to lease in the building. There's a concierge, there's an indoor pool. There's even barbecue pits and a reasonable gym.
But all of those things have drawbacks. The concierge management company changes every couple of years (or less) with all sorts of drama. Mysterious firing of concierges who get to know residents. Allegations of embezzlement. Or just losing people's packages, which is about 75% of their job--receiving packages.
The building is old and cheaply built. Everything is breaking down. Just a couple days ago I walked in to see the lobby ceiling gushing water from a broken pipe. We lived in a unit that had a broken pipe. There are numerous stories about broken pipes and flooded condos. The HVAC units are a weird mishmash of water heaters plus HVAC that is so arcane that nobody really seems to know how to fix them. Usually an ac repair means you are in for a new hot water heater and HVAC, and just about every single on the building is getting replaced now for around $10k each condo. You cannot substitute instahot or on-demand water heaters, which is a major drawback because the water heater takes up all the storage space in the entire condo.
But let's get back to amenities. The pool is incredibly shallow and short, so basically it's a decent daycare center. The hottub is kinda nice but you have to go all the way downstairs to get into it. By the time I get there I'm not interested and by the time I get back to my unit I'm already cold again. The gym equipment is often broken and the treadmills are the cheapo kinds. The party rooms were recently renovated and are virtually unusable without incurring major fees. There are also a group of smokers and internet freeloaders (there's free wifi) who frequent the party rooms and complain about everyone else who goes in there. It is not unusual to stop by and feel like you walked in on a weird sleep over party where everyone looks grumpy and nobody is talking, but the tv is blaring something weird like a gameshow. Again you can reserve the rooms...for a price. The interior courtyard is just a smokers haven with a really ugly fountain, barbecue pits, and grass that has never grown in the decade I've lived here. They'd tried to renovate it at least twice during that time period. At this point astroturf would be an improvement.
You might be wondering, who manages a place like this? Your neighbors. It's a condo association board and frankly I'm not sure how they make decisions or get things done. Things like fixing the elevators takes months, which is a problem in a building that has only 2 passenger ones and one for moving. Today it took me 10 minutes to get to the lobby. Then there are weekly emails where some condo owner freaks out and begs for help in managing their condo on our internal list serve. That should give you an idea of the stress level at CHT. I've never seen so many complete online meltdowns. The building manager is a revolving door position of people who don't care and are totally ineffective at helping people. Mostly they say no to everything I ask about. And the "board" doesn't help anyone by offering conflicting policies, changing policies, and making policies that only benefit the board members and not the general building. They frequently make bad decisions as a group and are always behind on things. I guess the positive is that if you want to have a say in things, you can probably get elected to the board.
When I attend board meetings--which is rare because it is a waste of time--there is always a group of people who feel misled by their realtor about CHT. I've heard numerous people complain that they were promised a roof deck, but an architectural study (that was never released to shareholders) showed that the building cannot support it for some reason.
And then there's parking. What a disaster. You have to purchase the right to then pay $75 per month to park. The garage has long been sold out, so if you are for some reason still planning to purchase a condo after reading all of this, good luck. The garage is not even managed by the building but is owned and managed by an investor guy in New York who is famously cheap about maintaining it. Therefore the garage is dirty. I felt compelled to write a review, since many of the reviews are over a year old and complained about a manager that is no longer here. I first rented one of the units in 2013 and fell in love with the place, and after a couple of years passed I then bought the unit.
For the most part I've had a positive experience whenever I've interacted with the building manager, but I must admit that the previous manager wasn't easy to get along with. However that's only one component of making this place a home, and it would also have to include the vibes from your neighbors, the building amenities, its "look-and-feel", and also the general neighborhood. This place has top scores with all of that - the building's online community board has a lot of positive people actively participating, the interiors of the common areas were recently renovated, and the neighborhood has great restaurants & bars and is continually growing.
To also give an update on the building management - ever since several months ago it has been managed by a fellow named Andre Baker, and he has been incredibly supportive, friendly, and professional. Great location. Great friends, if you take time to meet your neighbors. Family Friendly and pet friendly. Renters and owners are treated well. Building manager is beyond 5 stars! Every building has it's quirks, but this one tries to improve every year and seems to be getting better and better. If you have a question, text me and I'll try to help. Just noticed that a certain Yelp reviewer keeps updating their review with lots of negative information. Since their reviews seem to have progressed to personal attacks--I'll just say this person has gotten in trouble numerous times for breaking co-op rules. Take that with a grain of salt when you read their vitriol laden constant reviews. Many of which are completely false or mischaracterized. (Except they are right about the horrible anti-mask snobs).
Btw--the prior manager that people enjoyed attacking? Not only is she no longer at cht, she has passed away. The building is a co-operative, with shareholders or owners; and some who rent their units from shareholders/owners. Co-ops aren't very common in DC, but you see it in a lot of cities like NYC. Most shareholders care deeply for the community and the upkeep and value of the building. The shareholders (aka, owners), such as myself, own shares in the building and we care deeply about the value and care of our building, and residents. Most people are so nice and friendly, give good advice, help their neighbors out, etc. We used to have a lot of social events and fun activities before COVID. But obviously the pause is to be expected. It's a very communal building, I think partially because it's a co-operative, it attracted a lot of people that were interested in a shared community. To some extent, that has changed a bit. As some owners/tenants have moved over the years, and new people have moved in. I'm guessing it's harder for the newer people to connect to the residents, especially during COVID.
We have a lot of nice amenities and a great staff (both front desk and management). We have a nice indoor pool, great gym, etc. During COVID times we can easily reserve time to use the amenities each day. I love this! My friends that don't live here are jealous we have this feature. The building is one of the older ones in Navy Yard, which isn't saying much. However, the management championed a fantastic renovation recently, as well as made some general well-needed changes to the building common areas.
Regarding our fees--they are actually extremely reasonable. My "fee" includes a portion of the underlying mortgage, taxes, and fees for the amenities/building upkeep/staff. Those fees are really quite low for a building of our caliber. Taxes are extremely low for real estate. The renters pay their rental payment directly to the shareholder/owner, they may not be aware what their total payment includes.
I've never been on the building's Board, so I can't speak to anything personnel related. However, please keep the following in mind when you see negative reviews from the same few people. We have residents that have been delinquent on payments or broken our Co-op House Rules. We get reminders from the Board and building management about these issues, and sometimes they are brought up at annual meetings. Some folks let their animals defecate in common areas, or they may put things on their balconies that they shouldn't (such as plants hanging off the railings, grills, etc), or they may let their children run up and down the hallways loudly early in the morning. Or perhaps they have unlicensed contractors do work that damages other units. We know that people that break rules (both owners and tenants) get warning letters before the building takes action. I suspect a lot of the angry reviews are from people that broke rules and got in trouble. LOL! Keep in mind we've lived here for 11 years--so we know how much better our current management is over the prior companies. (yes multiple). A building the size of ours can be unwieldy to manage. One criticism, it does seem like we could use more management staff to help our small team. I think as the building ages, and owners start leasing their apartment to tenants, we're going to see some growing pains.
So from an original resident (first buyer in the building), keep these negative reviews in mind. I'm not trying to disparage the renters or owners that break the rules, but communal living isn't for everyone. And CO-OPs are definitely not for everyone! Some people may do best to move to a quiet home in the country far from city life. Or to move to a regular apartment building with fancy amenities and a larger staff. If you like the idea of a shared co-op with -mostly- super nice people, than CHT is for you! We know so many people and have made so many friends over the years. This building has been fortunate to now have a better building manager than before. That, along with upgraded interiors in the halls/lobby, and a maintenance team that does a good job, makes improved over a year ago. That said it still suffers from some seriously dumb policies. Move in/out fee is $400(!), and trying to get a loading dock reserved feels like youre rolling the dice on whether you'll get it. Not only do they have inflexible windows rhat usually will not align with moving companies, but they don't let you move in on weekends. How is that even possible? Once youre in the building is solid. Good location, well maintained, quiet, etc. but the hassles of dealing w the building is a massive deterrent.

I have lived in "CHT" for 4 years and I cannot say enough good things about it. The building is a cooperative, so I am technically a shareholder versus an owner and it makes me feel so tied to the community. Unlike some newer buildings in The Navy Yard, this one is situated very close to the Navy Yard metro, making it more accessible than construction happening close to the Soccer Stadium. We also have great access to the parks immediately abutting the building, Whole foods two blocks away, Harris Teeter 4 blocks away, and Trader Joes about .5 miles away. The access to Capitol Hill, Eastern Market, and even the Mall is great. The front desk staff, residents, and amenities (gym, grill, common area(s) with TVs, indoor pool) outside space are all fantastic.
I have 100 examples of the community feel, but this is the best: last year I broke my ankle and posted on the message board if anyone had any crutches I could borrow for a few weeks. I would LOVE to give this building a higher score but I can't because the property manager is unfit both personally and professionally to be in her role and serve those who live in the building. This impacts the tenants' experience and quality of life in the place they call home.
I am shocked that the Board of Directors and First Service Residential has not held her accountable to higher standards of professionalism from her technical skills to show she shows up to engage with the building community. She needs to be upskilled on her behavioral competencies to be qualified for the role that she holds. She is in the service industry and doesn't like being in a role that needs to provide service. Not what you wold expect in a modern white glove building.
Every request made by tenants is received and perceived as inconvenience to her and this is the mentality that additional building staff take on because this is what "success looks like" in the building. This is not applicable for all building staff, but many. The property manager doesn't work for us, we all work for her to make her life easier; she doesn't like people or her job and it shows up in how she communicates. Very basic communication, compassion, and empathy skills are lacking.
The role of a building manager is act with responsibility for the coordination and management of general building security, safety, maintenance, and welfare of occupants. The building is pretty solid on maintenance but the welfare of its occupants couldn't be less of a priority. We are all here to just uphold her rules.
An example...one day the building lost power and their was only an emergency elevator available; most didn't even know that this was a working way to exit the building. It was her day off so she wasn't in the building making sure that the tenants were ok or accessible to tenants. I would think that in a moment like this a property manager would be onsite ensuring that people were safe regardless of whether it was her day off. But she was "calling it in" that day despite the inconvenience it was to residents who were looking for a leader in this moment of concern. The rest of the building staff that she leads looked just as confused and frustrated as the tenants. This kind of building stewardship is not ok. What if this had been a real and serious crisis?

You will be the happiest when you move out and today was our day -- we no longer have to deal with the garbage they call management. What a complete joke of a place to live. If you are renter you are undesirable especially in the eyes of the building bully who guises as the building manager/property manager. Never have I ever seen someone so unprofessional and down right rude and obnoxious to everyone when they are in basically a customer service job. If she actually was in that type of job she would not pass the training period. There is really nothing to say other than to steer clear of this place unless you want to live in a day to day nightmare.
Sure its convenient when work is just a block away and you can walk to everything and there are restaurants and lots to do -- or there was before COVID. Speaking of which, one would think that for a high rise building during a pandemic the so called manager would have the CDC essentials in dispensers at the entry and exit points or at the elevator banks, but not here; that would mean someone would have actually had to plan or do something and actually care about the residents. I have seen residents taking supplies to the front desk staff just so things would be clean -- because the building did not even supply the front desk with what they need. How awful is that --
If you are promised parking, that is more of a nightmare than anything else. What they dont tell you when you rent the place is that the parking is a free for all and often overfull and you cannot get a parking spot at all. So you pay to have parking in the building and then you cant park in it and there really is no street parking unless you pay by the meter. What a complete joke.
DId you want to actually enjoy the peace and quiet on your balcony? Not a chance because people let their kids run around and scream in the courtyard or the cleaning people are running leaf blowers daily and year round so that pretty much destroys every morning on the so called patio of your apartment.
The list goes on -- including that you are charged this outrageous fee for moving in and again for moving out even when you are not moving large items. Some people move in with a suitcase -- but yet that is a $350 fee and for some crazy reason the building manager Courtney just tries to make it the most miserable experience that she can.
Other residents just say the easiest way to live at CHT if you have to is to just to avoid her at all costs -- as in completely avoid having to deal with her at all. Most people move out the first chance they get, but for those that are stuck owning or renting I really hope the management company (that they try to avoid telling you so you cannot complain about the unprofessional manager and liability that she is) finds out. Maybe one day they will get some owners or someone on the board that will actually call them and let them know what is really going on. Why they employ someone that is never there and thinks she does not have any accountability doesn't add up.
Everything others have reported is legit and maybe a bit understated because they don't want to really let you know how awful the place is. Unfortunately it makes you give it a star. Otherwise I would not give it any. It was the worst and most miserable place I have ever lived.
But for me -- back to the beach! I witnessed the buildign manger physicallly assault a new resident when he was moving in and she also purposely destroyed his couch and mattress by putting them in the dumpster when he was moving his stuff up the elevator. When he caught her and he confronted her she got snarky and ws combative and irrational and then said she was "calling the police". The guy was a legit new resident and he gets this garbage -- the warfare has definitely increased, now you aren't even moved in before they start harassing you and destroying your personal property. I really feel bad for the guy and expect like most people he will be planning his exit while he is unpacking.

Have lived here for a year now and absolutely love it. Quick rundown includes:
Building/apartment: My individual unit is nice, spacious (by DC standards) and has great light. I never hear the neighbors, and my unit has a great view. The staff works hard to keep the building clean and to respond to maintenance requests.
Amenities: Indoor pool/hot tub, coffee bar, nice gym, beautiful courtyard, and a couple of lounge rooms. All are great (and frankly, none are used all that much). Lobby is nice too.
Location: I love Navy Yard. Clearly there is a lot of new development and stuff going on that didn't used to exist, but it still doesn't have the crowded/dirty vibe that you get in other busy parts of the city. Also close to great spots like Barracks Row and the Wharf.
Staff/management: From what I understand the management used to leave a lot to be desired, but both the management and board have changed, and I've never had any problems on the management front.

Far and away the most poorly managed building in the city of Washington.
I was relatively pleased with the front desk staff however, the manager Courtney was shockingly unprofessional.
